Ostberg family eyes Independence for riding stable

Gary and Lynda Ostberg have gotten an approval from the Independence City Council that will enable them to construct and operate a commercial riding stable on County Road 6, west of Game Farm Road N.

The City Council, Tuesday, July 11, approved a conditional use permit that allows the Ostbergs to construct an accessory building larger than 5,000 square feet. The couple is proposing to build a new home, stable and related indoor and outdoor riding arenas, paddocks, pastures and a future caretaker apartment.

At the meeting, the council also took up other business. Here are meeting highlights.

RIDING STABLE

City Planning Consultant Mark Kaltsas described the Ostberg proposal. The horse barn would contain 12 stalls. The Ostbergs expect to stable eight to 12 horses. The couple would own two to four horses and board eight to 10 horses. Their daughter is a trainer who would provide lessons and ride her horses on the property.

The horse barn would occupy 4,902 square feet. A 308-square-foot alley would connect the barn to the 18,000-square-foot indoor arena.

The property currently is vacant, with no existing structures, Kaltsas said. The land is in the Agriculture zoning district and has been farmed. The site could accommodate as many as 38 animals, and the Ostbergs are proposing to house a maximum of 12. Manure will be hauled off-site once every few weeks.

ACCESSORY DWELLING UNITS

Independence has an ordinance regulating accessory dwelling units, sometimes called “mom and pop apartments.” These facilities are physically attached to or within a single-family dwelling unit or within a detached accessory building that has a principal structure on the property. They are subordinate in size to the single-family dwelling.

The City Council amended the ordinance to clarify what parts of the accessory dwelling will count towards the maximum allowable square footage. The square footage of a designated mechanical room or unfinished basement below the accessory dwelling unit will not be counted towards the maximum allowable square footage of the accessory dwelling.

OTHER

The City Council also:

APPROVED a large assembly permit for the Twin Cities Polo Club annual Polo Classic, planned for Aug. 4 to 6 at the Polo Club grounds on Turner Road.

APPROVED an amendment to the no-wake ordinance for Lake Sarah. The amendment says that slow, no wake restrictions will remain in effect until the water level for the lake has receded below 981.1 feet above sea level for at least three consecutive days. The Greenfield City Council was scheduled to review the ordinance amendment at its next meeting. The two cities will send the amendment to the state Department of Natural Resources for its review.

APPROVED an agreement between Independence and Hennepin County that renews the city’s participation in the Hennepin County Community Development Block Grant Program. The program allows Independence and city residents to apply for and obtain grant funds for eligible programs.

APPROVED a one-year extension for filing the minor subdivision proposed for property at 6485 Fogelman Road. The new filing deadline is July 12, 2018.
