Monday, Oct. 14

Michael Ringaman, 26, was arrested at 141st Avenue and Main Street for driving without insurance, four violations in last 10 years, and transported to Hennepin County Jail.

Officers responded to an adult male who was refusing to leave a business at 20870 Rogers Dr. due to a discrepancy over a purchase he wanted to return. Pao Choua Thao was cited for disorderly conduct and was issued a trespass notice via the mail.

Tuesday, Oct. 15

Contact was made with reporting party. Reporting party stated that someone put approximately 1 pound of sugar in their gas tank. He stated the incident occurred between Sunday the 13th at 2030 hours to Monday the 14th at 0600 hours. Reporting party had a possible suspect. The School Resource Officer will make contact with suspect. Reporting party wanted the incident documented.

Officers responded to a report of a male who was yelling for help in a neighborhood. Officers determined a verbal argument between a male and female occurred two hours before the call for service and that they were possibly linked as the male party had left and had yet to return. Officers searched the area with the assistance of a K9 but were unable to locate the male. The male was located by a family member as the decision was made to place the male on a welfare hold. The male was transported to Maple Grove via North Memorial Ambulance.

Wednesday, Oct. 16

Officers responded to a property damage crash involving two semi trucks and vehicle pulling a trailer at I-94 and Main Street. The trailer separated from the vehicle causing the two semi trucks to hit the trailer. The first semi had major damage to the truck and had to be towed from the scene. The second semi had damage to the truck and trailer but was drivable. Officers removed all the debris from the roadway prior to State Patrol arriving on scene. State Patrol assisted with writing the accident.

Report of slumper at Cob Foods. Male had passed out in front of business and did not know how long he had been there. North Ambulance responded to location and transported to North Memorial Hospital.

Officer observed a vehicle at stop light with two small children in the back seat standing up. Officer estimated the age of children to be under the age of 5. Officer stopped vehicle and children were still unrestrained. Officer issued the driver, Irina Yukhimchuk, 26, a citation for child restraint violation.

Christopher Rich, 18; Nathan Mabin, 18; and Madison Pippin, 18; were issued citations for minor consumption at the high school football game.

Officers stopped a male party fleeing the Rogers High School Football game dragging a female behind. Victim was yelling that the suspect just stole her phone. Officer learned that the two parties were husband and wife and there was an active a Domestic Abuse No-Contact Order in effect. Joshua Butler, 38, was taken into custody for Domestic Assault, Domestic Abuse No-Contact Order violation and theft – transported to the Hennepin County Jail.

Thursday, Oct. 17

Troy Jude, 40, was cited for expired registration at Main Street and 129th Ave.

Rogers PD received a call to assist Elk River PD to locate a suicidal female subject who was believed to be in the Rogers area. A Rogers Officer located the woman in the parking lot of the Three Rivers Dog Park off of Territorial Road in Rogers. The woman admitted to taking a large number of prescription pills in attempt to harm herself so an ambulance was requested. Elk River PD was notified that the woman was found and family was notified. An emergency hold form was completed and the woman was transported by ambulance to the hospital.

Friday, Oct. 18

Michele Koski, 37, was cited for texting while driving at Main Street and I-94.

On Sept. 25, a male called a Rogers address posing as the grandchild of victim. The suspect told her that he had been arrested for vandalizing a McDonalds. The male requested she mail him $5,000 and $3,000 in cash to a Pennsylvania address, for bail and attorney fees. Elderly victim sent money next day express delivery through UPS. Later in the day, the male requested an additional $1,800 cash be sent to an address in New York, NY for car repairs after telling her had had made bail. As the victim was on the phone gathering information from the male posing as her grandson, she received a call from her real grandson and realized it was a scam.

Officers were dispatched to a blocking injury crash on westbound Interstate 94 near Main Street. Contact was made with the drivers who stated the traffic was slowing. The first driver did not notice the traffic and rear-ended the second vehicle which caused the second vehicle to slam into the third vehicle. Two of the three drivers were transported to Maple Grove Hospital with minor injuries. All three vehicles were towed from the scene. Debra Baldwin-bagne, 51, was cited.

Nita Tischer, 49, was cited for driving after suspension at Main Street and I-94.

Todd Lavern Gilbert, 48, was arrested for outstanding warrant at 21601 South Diamond Lake Rd.

Saturday, Oct. 19

Officers found two vehicles parked in lot north of the ball fields on the High School property. There were two teens sleeping in the back of an SUV. Cited two juveniles for curfew violation and contacted parents.

Justin Westphal, 27, was cited for speed and revoked license at County Rd. 81 and Memorial Drive.

Roman Koop, 25, was cited for open bottle and possession of drug paraphernalia at 13500 Rogers Dr.

Brooke Lavins, 31, was cited for expired registration at 147th Avenue and Main Street.

Sunday, Oct. 20

Theft of clothing. Two white females stole several clothing items from Pebble Beach Tan after entering the dressing room and removing the anti theft devices from the clothing. They left the area and were last seen going east in a Tan 2003 Ford Taurus.
