PROJECT IDENTIFICATION: Sealed Bids will be received for Osseo Elementary School Conversion to Osseo Area Schools ACHIEVE Program located at 324 6th Avenue Northeast, Osseo, MN 55369 in accordance with the Bidding Documents prepared by Armstrong, Torseth, Skold & Rydeen, Inc., Architects and Engineers, 8501 Golden Valley Road, Suite 300, Minneapolis, MN 55427-4414.
PROJECT DESCRIPTION: Conversion of the Osseo Elementary School building, now vacant for use by the Osseo Area Schools ACHIEVE Program. Project work consists of minor remodeling in some areas of building, removal of existing hung gypsum lathe ceilings with glue on acoustical ceiling tile (ACT) updating of finishes and casework in classrooms, lighting controls upgrades, and other associated mechanical and electrical work.
TYPE OF BIDS: Single Lump Sum Bids will be received for Work to include general, mechanical, and electrical construction.
Pre-Bid Meeting: A pre-bid conference will be conducted February 13, 2013, 2012 at 10:00 A.M. at Osseo Elementary School/Osseo Area Schools ACHIEVE Program located at 324 6th Avenue Northeast, Osseo, MN 55369.
BID DATE: Bids shall be received on or before February 26, 2013 at 2:00 PM, local time.
DELIVERY AND OPENING OF BIDS: Bids shall be delivered to and opened at the School District Educational Service Center, located at 11200 – 93rd Avenue North, Maple Grove, MN. Bids will be opened publicly and read aloud immediately after the specified time of closure for bidding period. Interested parties are invited to attend the opening of the bids.

NOTICE OF PUBLIC HEARING
ON A PROPOSAL FOR THE ISSUANCE OF A COMMERCIAL
REVENUE NOTE FOR THE GOODWILL INDUSTRIES, INC. PROJECT
Notice is hereby given that the City Council of the City of Osseo, Minnesota (the “City”) will meet at the City Hall, 415 Central Avenue, in the City, at approximately 7:00 p.m. on Monday, February 25, 2013 to consider the proposal of Goodwill Industries, Inc., a Minnesota nonprofit corporation (the “Borrower”), that the City assist in financing a project hereinafter described pursuant to Minnesota Statutes, Sections 469.152 to 469.1655, as amended, by the issuance of a revenue note (the “Note”).
The project consists of the acquisition, construction and equipping of an approximately 20,600 square foot Goodwill retail store which will also provide job training and program development to certain store employees to be located at 13605 80th Circle North, Maple Grove, Minnesota (the “Project”). The Project will be owned and operated by the Borrower.
The maximum estimated principal amount of the Note to be issued to finance the Project is $4,100,000.
The Note if and when issued will not constitute a charge, lien or encumbrance upon any property of the City except the Project and such obligations will not be a charge against the general credit or taxing powers of the City but will be payable from sums to be paid by the Borrower pursuant to a revenue agreement.
A draft copy of the proposed application to the Commissioner of the Department of Employment and Economic Development, State of Minnesota, for approval of the Project, together with all attachments and exhibits thereto, is available for public inspection during normal business hours, Monday through Friday, at the City Hall in the City.
At the time and place fixed for the Public Hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. Written comments will be considered if submitted at the above City office on or before the date of the hearing.
