Summary Minutes
from the October 1, 2012 Special Board Meeting
The school board met in special session on Monday, October 1, 2012. The following items may be of interest:
• The board approved the Resolution to Limit Open Enrollment in Kindergarten for the remainder of the 2012-13 school year.
• The board discussed the history of the district’s deferred maintenance, bond implications, and public hearing formats.
• The board approved the Resolution Authorizing Filing of Application and Execution of Agreement to Develop Sport or Recreation Facilities under the Provision of the Hennepin County Youth Sports Program.
• The board reviewed a video from the Schools for Equity in Education.
• The next regular meeting of the Board of Education is scheduled for Monday, October 15, 2012 at 6:30 PM in Rockford Middle School board room. There will be public meetings on October 11 at the middle school, October 23 at the high school and October 24 at Corcoran City Hall.
This is a summary of the minutes from this meeting as per MN Statute 123B.09, subd. 10. NOTICE OF ASSESSMENT LIEN FORECLOSURE SALE
NOTICE IS HEREBY GIVEN that default has been made in the terms and conditions of the Declaration of Kittredge Crossings Townhomes Association, Inc. (henceforth the “Declaration”) recorded in the office of the Recorder for Wright County, Minnesota on December 17, 2004, as Document No. A939635, which covers the following property:
Lot 6, Block 3, Kittredge Crossings 6th Addition, Common Interest Community No. 98, Wright County, Minnesota
WHEREAS, pursuant to said Declaration, there is claimed to be due and owing as of October 19, 2012, from Jessica L. Zahner, title holder, to Kittredge Crossings Townhomes Association, Inc., a Minnesota non-profit corporation, the principal amount of Six Thousand Seven Hundred Sixty-Five and 89/100 Dollars ($6,765.89) for assessments, late fees and related charges, plus assessments, collection costs, attorneys’ fees and other amounts will be incurred since said date, including costs of collection and foreclosure;
WHEREAS, no action is now pending at law or otherwise to recover said debt or any part thereof;
WHEREAS, the owner has not been released from the financial obligation to pay said amount;
WHEREAS, pursuant to the Declaration and Minn. Stat. §515B.3-116(h), said debt created a lien upon said premises in favor of Kittredge Crossings Townhomes Association, Inc. as evidenced by the lien statement recorded on May 10, 2012, in the office of the Wright County Recorder as Document No. A 1202409;
WHEREAS, pursuant to the power of sale granted by the owner(s) in taking title to the premises subject to said Declaration, said lien will be foreclosed by the sale of said property by the sheriff of said county at the Wright County Sheriff’s Department, 3800 Braddock Avenue NE, Buffalo, Minnesota, on December 18, 2012, at 10:00 o’clock a.m., at public auction to the highest bidder, for cash, to pay the amount then due for said assessments, together with the costs of foreclosure, including attorneys’ fees as allowed by law. Public Notice
The city council of the city of Medina has adopted Ordinance No. 530, approving a Planned Unit Development, approving a general plan of development and rezoning the property included in The Enclave at Brockton residential development. The property is located west of Brockton Lane generally between Hamel Road and Medina Road. The ordinance rezones the property to Planned Unit Development (PUD), which is a zoning district which allows flexibility to the normal zoning requirements of the City in order to better meet the objectives of the Comprehensive Plan and City ordinances.

Public Notice
The city council of the city of Medina has adopted Ordinance No. 537, an ordinance amending Section 825 of the Code of Ordinances regarding variances. The ordinance amends the City’s provisions and procedures related to variances from the zoning ordinance and updates the provisions for granting variances in order to maintain consistency with state statutes which have been amended. In order to be granted a variance must be in harmony with the general purposes and intent of the ordinance and consistent with the comprehensive plan. Variances may be granted when the applicant for the variance establishes that there are practical difficulties in complying with the zoning ordinance.

Public Notice
The city council of the city of Medina has adopted Ordinance No. 538, an ordinance amending Section 833 of the Code of Ordinances regarding Public Buildings in the Industrial Park zoning district. The ordinance removes a limitation that public buildings in the district are of a non-industrial use and establishes standards by which Public Buildings may construct an accessory structure which does not meet the building material standards of the zoning ordinance.
