Osseo amends snow emergency city code

The city of Osseo has amended its city code for snow emergencies.

The city of Osseo is working on creating a policy for future snow emergencies. One of the changes includes creating two districts for the city.

City Administrator Riley Grams said back in July the council reviewed draft information regarding a change to the city’s Snow Emergency Policy. The city would now be divided into two districts. The first district (District A) would include all areas east of First Avenue N.E. and all areas west of First Avenue N.W. The second district (District B) would include all areas between First Avenue N.E. and First Avenue N.W. (including the downtown commercial core).

“What the new ordinance is going to state is that during a declared snow emergency, parking would be prohibited on a public street between the hours of 10 p.m. and 6 a.m. the first night of the snow emergency in districts A and B,” Grams said. “During the second night of the snow emergency, parking would be prohibited on a public street between the hours of 10 p.m. and 6 a.m. in District B only. The reason for two night in that area is because, our public works crews need additional time because they physically remove the snow from that area. That usually takes a night or two.”

Regular parking would be allowed on the public streets in District A during the second night of any snow emergency.

“What that means for the vast majority of the residents, is that instead of what are two-night snow emergencies policy we have in place now it will actually move to a one-night,” Grams said. “We believe it’s going to be a lot easier for residents to understand and follow and a lot easier for public works crews to get in there. Also, it’s going to be a lot easier to enforce from a policing stand point.”

In order to enact the new snow emergency policy, the council had to approve the ordinance amendment to declaring a snow emergency.

The final adoption of the amendment to the city code will happen at the Sept. 11 city council. Also at that meeting, the council will consider the new draft policy changes for snow emergency policy.
