THE I-494 REHABILITATION
PROJECT IN MINNETONKA,
PLYMOUTH, AND MAPLE GROVE.
PROPOSED IMPACTS TO CEDAR ISLAND LAKE LINEAR PARK.
The Minnesota Department of Transportation (MnDOT) is proposing a project to repair and reconstruct the pavement on Interstate 494 (I-494) between I-394 and the I-94/494/694 interchange (Fish Lake Interchange). The proposed project also includes bridge and interchange ramp maintenance repairs, construction of a third travel lane between Highway 55 and East Fish Lake Road, noise wall construction, and storm water pond construction. Major construction activities for the proposed project are anticipated to begin in the 2015 construction season.
In accordance with Section 6009 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) Public Law 109-59, enacted August 10, 2005, the MnDOT is soliciting comments on the effects this project would have on Cedar Island Lake Linear Park. As part of the I-494 project, MnDOT plans to use approximately 1.7 acres of property from Cedar Island Lake Linear Park along the west shore of Cedar Island Lake for construction of a storm water pond. The purpose of this storm water pond is to provide water quality treatment of runoff from the highway prior to discharge to Cedar Island Lake. Construction of the storm water pond would require removing trees from Cedar Island Lake Linear Park. The trail connection between Teakwood Lane and East Fish Lake Road would be maintained.

It is anticipated that MnDOT will request the Federal Highway Administration (FHWA) to determine that the proposed action at Cedar Island Lake Linear Park is a Section 4(f) de minimis action in accordance with Section 6009(a) of SAFETEA-LU. A de minimis finding may be made when uses of Section 4(f) land will have no adverse effect on the protected resources.
The public is invited to an open house on Wednesday, July 30, 2014 to comment on proposed impacts to Cedar Island Lake Linear Park. The open house will occur from 4:30 pm to 6:30 pm in the council chambers of the City of Maple Grove Government Center (12800 Arbor Lakes Parkway, Maple Grove, MN 55311).
