AGRICULTURAL ZONING DISTRICT, ALLOW DRIVEWAYS IN FRONT YARD AREA, DEFINE PERMITTED OFF-STREET
PARKING AREAS IN THE RESIDENTIAL ZONING DISTRICT, REQUIRE DEVELOPERS TO SUBMIT CASH ESCROW FOR WETLAND MONITORING, ALLOW
ADDITIONAL IMPERVIOUS SURFACE COVERAGE IN SHORELAND ZONING DISTRICT, DEFINE AND ALLOW SPECIAL EVENT SIGNS IN SPECIFIED ZONING DISTRICTS, REORGANIZE
B-2 SIGN SIZE AND DESIGN REQUIREMENTS, AND
ELIMINATE TEMPORARY SIGN ONE COLOR BACKGROUND AND ONE COLOR LETTERING
REQUIREMENTS.
The City Council of the City of St. Michael on the 28th day of January 2014, adopted Ordinance No. 1401, which amends Chapter 155 of the St. Michael Code as follows:
SECTION 1. Amends language of Section 152.77 for the amount of the penalty charge incurred as set by the annual fee schedule.
SECTION 2. Adds and removes definitions in Section 155.009.
SECTION 3. Amends Lot Size Table to include road easements in lot area calculation, revises language in subpart (2)(a)(b) on calculation of the lower wall area of a multiple level accessory building and the required setbacks for accessory buildings smaller than 120 square feet in area in the Structure Setback Zoning District Table.
SECTION 4. Moves subpart (B) of Section 155.046 to new tables in respective zoning districts and reorganization of section.
SECTION 5. Amends subpart (c) of Section 155.065 (C) (2) (a)(c) and (g) to allow staff to administratively approve Special Home Occupation Permits.
SECTION 6. Eliminates Temporary Construction Trailers from Section 155.072.
SECTION 7. Adds new Section 155.073 to allow and regulate solar energy systems.
SECTION 8. Adds new Section 155.074 to allow and regulate wind energy conversion systems.
SECTION 9. Reorganizes all Zoning Districts and deletes Rural Residential District (A-2), Limited Business District (B-3) and Conservation District (C-1).
SECTION 10. Section 90.09 (B) and (C); Section 91.72(A); Section 152.74 (A) and (B); Section 153.07 (A) (3) and (7); Section 155.009; Section 155.022; Section 155.050 (E); Section 155.050 (E)(1)(e); Section 155.050 (F); Section 155.052 (C)(1); Section 155.066 (A); Section 155.070 (B) (1); Section155.071 (H) (1); Section 155.071 (H) (1); Section 155.071 (H)(1)(d)(2)c; Section 155.496 (C)(4)(a)1; and Section 155.496 (C)(9)(c) of the St. Michael Code are hereby amended to delete all references to the A-2, B-3 & C-1 Zoning Districts therein, and re-number or re-letter subparts as necessary and shall hereafter read as follows:
SECTION 11. Amends subparts (e) and (g) of Section 155.050 of Chapter 155 to allow driveways in the front yard area of a property and to define the permitted parking areas allowed in the residential zoning district, and deletes subpart (f) in its entirety.
SECTION 12. Amends language of Section 155.342 to require developers to submit a cash escrow to the city to cover fees for wetland monitoring as required by WCA.
SECTION 13. Amends subpart (B)(1) of Section 155.418 to allow additional impervious surface coverage with Zoning Administrator approval for specific lots in the Shoreland Zoning District.
SECTION 14. Amends the definition of Special Events Signs in Section 155.492.
SECTION 15. Adds new subpart (F) to Section 155.494 to allow and regulate special event signs in specified zoning districts.
SECTION 16. Amends subpart (C)(3)(c)(1),(2), and (3) of Section 155.496 size and design requirements for signs located in all Business and Industrial Zoning Districts.
SECTION 17. Deletes subpart (e) of Section 155.496 (C)(10) and re-letters the remaining subparts thereof.

Sec. 412.191, subd. 4, the St. Michael City Council has approved the text of this Summary for publication and has determined that this Summary clearly informs the public of the intent and effect of Ordinance No. 1401.
