Phase II of Five Central receives approval

The Osseo City Council moved forward with the second phase of the Five Central project during its Monday, Jan. 27 meeting.

The developer and applicant Bill Beard addressed the council with the plans for the expansion into phase two of the development. The first phase, currently under construction, has over 100 people on the list to sign leases for apartments.

The plans for phase II include continuing the current phase I building and adding 69 units. Originally, 45 units were planned for the second phase. These plans were changed after seeing that there is already an existing amount of open commercial space within the city. The Beard Group then asked to make the second phase of the project all residential.

The building another elevator, so there will be two in the building, and an entrance on Central Avenue he said. There will also be a second garbage pick up area.

“We are also going to be adding some additional amenities to the property,” Beard said. “We are going to be adding a business center, which will include a conference room that will hold up to 14 people.”

He added there will be a larger storage area and an outdoor patio with grilling station, bar and lounge chairs.

The underground parking will also be continued into the second phase. There will be a total of 155 underground parking stall total between the two phases.

There will be landscaping proposed along Central Avenue keeping the same streetscape that currently exists on the roadway. This include decorative pavers and street lighting lamps. A rain garden will be extended from the first phase to the second phase at the interior of the building near the patio.

“Our schedule for this is that we start construction in May and it would be 10 month building,” Beard said. “We would then be taking occupancy in early spring of 2015.”

The council first unanimously approved the final plat for Five Central Phase II by the Beard group. This approval allows for the re-plat of five parcels of land to become one parcel.

Secondly, the council unanimously approved the final planned unit development (PUD) by the Beard Group for the Five Central Phase II project, subject to several conditions.

Finally, the council unanimously approved the final site plan by the Beard Group for the Five Central Phase II project.

The total Five Central project, both phases, will have a combine total of 140 units. These apartment units will range from one bedroom (73), one bedroom plus den (6), studio (7), two bedroom (48), two bedroom plus den (3) and three bedroom (3).
