DESCRIPTION OF PROPOSED CAPITAL PROJECTS
Osseo Area Schools is proposing a 10-year capital projects levy referendum of 3.701% of net tax capacity (NTC). If approved by voters on November 5, 2013, the proposed capital project levy would raise $5,000,000 on the Payable 2014 levy. The annual levy amount in each of the nine subsequent years (Payable 2015 – Payable 2023 levies) will be computed by multiplying the authorized tax rate, 3.701%, times the preceding years NTC and would be authorized to be certified annually. The estimated total cost of the projects to be funded over the ten year period is $50,000,000.
The proposed levy would be used to fund technology related items including computers, software, network infrastructure, licensing and technology related costs. The school board is aware that capital projects levy proceeds are only authorized to fund capital projects eligible under M.S. 126C.10, subd. 14.
REVIEW AND COMMENT STATEMENT
Based upon the departments analysis of the school districts required documentation and other pertinent information from sources of the Minnesota Department of Education, the Commissioner of Education is providing a positive review and comment for this project.
