West Hennepin Public Safety Report

The following incidents were reported by West Hennepin Public Safety between July 1 and July 31.

Independence

On July 25, at 4:52 p.m. someone had dumped garbage in the yard on the 1700 block of County Line Road. Several bags with misc. items of garbage, empty alcoholic beverage containers and an advertisement that had a Delano residents name and address on it. The Delano resident was contacted, denied dumping the garbage, did not find out who dumped it, thought maybe a friend had.  The resident and her husband picked up the garbage.

On July 25, at 7:59 p.m. a camouflage duck boat drifted onto the shore on the 5600 block of Lake Sarah Heights Drive. Boat owner was located.

On July 26, at 10:01 a.m. a motorist dropped off a female Yorkie she found just standing in the middle of the 5000 block of Independence Road. Motorist stated the dog is very friendly, when she stopped the car and opened the door, the dog jumped right in. No collar or tags. Dog owner was not located and the dog was brought to Crossroads Animal Shelter.

On July 29, at 4:42 p.m. there was a report of two persons soliciting without a permit on 4600 block of Lake Sarah Drive S. and S. Lake Sarah Drive and Shady Beach Circle. Tanisha Sherrell Quinney, 34, from Boyce, La. stated she and Lakesha Ann Wilson, 27, from Livingston, Texas were soliciting donations for their charity, Gracefulhands.org. Both were told they needed a permit to solicit and to stop.  Both attempted to sell magazines in the S. Lake Sarah neighborhood after the officer was done speaking with them. Quinney and Wilson were issued citations for soliciting without a permit. Tanisha had a warrant for her arrest out of Scott County for soliciting without a permit. She was placed under arrest, was able to post her bail and was released.

On July 29, at 5:22 p.m. a resident reported a solicitor was going door to door selling magazines, without a solicitors permit in the neighborhood of the 6400 block of Meadow Ridge. The resident declined to buy magazines and was asked to give a donation for the Non-profit Graceful Hands. The solicitor was found on the 6300 block of Waldemar Way. Brian Marshal Jackson, 27, from Mobile, Ala. stated he did not have a solicitors permit, his boss has a permit. Jackson was issued a citation for soliciting without a permit, advised he cannot be soliciting in the cities of Independence or Maple Plain and to call his big boss to pick up all the solicitors.

On July 29, at 9:07 p.m. a fisherman on Lake Rebecca reported he saw a vehicle traveling on East Lake Rebecca Road at a high rate of speed and then heard a loud crash. Officer located a vehicle that was on its roof on the West side of the road at 4800 block of E. Lake Rebecca Road. The driver was identified as Russell Gale Broberg, 35, of Rockford, arrested for fourth degree DWI,  AC .15.

On July 31, at 7:25 p.m. there was a solicitation complaint on the 4800 block of Broadmoor Drive. Solicitor Eugene Ceasar, 35, of Wilmington, N.C. denied selling magazines; stated he was taking donations for Graceful Hands Inc., Atlanta, Ga. Ceasar had in his possession receipts in his log for magazine sales to residents in the area. Ceasar was issued a citation for soliciting without a permit.

On July 31, at 8:57 p.m. there was a report of a rear passenger window broken in the parking lot of 18 Golf Walk. Stolen from the vehicle is a briefcase, an Apple Air Book and misc. items.

Maple Plain

On July 1, at 11:45 a.m. there was a report of property damage to a business building on the 5100 block of Highway 12. The service box was sprayed painted. Case under investigation

On July 3, at 9:12 a.m. there was a report of a business building on the 1500 block of Budd Avenue had graffiti/spray tagging on the service door and on a truck.

On July 3, at 9:26 a.m. there was a report of graffiti/spray tagging damage to business on 510 block of Main Street E. Case under investigation.

On July 3, at 9:30 a.m. there were reports of numerous spray tagging, graffiti at the rail road crossing at Budd Ave. and Oak St. The crossing signals on both the East and West side of Budd Ave had multiply tags on them. Also the metal  shed at the crossing had been tagged on the east side of the building. A no trespassing sign to the west of the metal shed was also tagged.  Case under investigation

On July 3, at 9:40 a.m. found more graffiti/“tagging” at the intersection of Budd and Main St. E. on the stop sign. Also a sign on the Library had the word “skateboarders” crossed out in the same blue paint. Case under investigation.

On July 3, at 10:02 a.m. there was a report of graffiti spray tagging on a white piece of sheeting on the 5100 block of Oak Street.

On July 3, at 4:45 p.m. there was a report of a car on fire and 30 feet from a garage on the 5200 block of Bryantwood Drive. Owner stated he put the fire out. He was working on the car and thought some oil lit the vehicle on fire.

On July 4, at 6:59 a.m. there was a report of graffiti spray, tagging on a business building on the 1500 block of Highway 12. Case under investigation.

On July 4, at 7:04 a.m. there was a report of graffiti spray tagging on a business building on the 4900 block of Highway 12 in Maple Plain. Case under investigation.

On July 4, at 5:22 p.m. there was a report of graffiti sprayed/tagged on a business building on the 5300 block of Highway 12. Case under investigation.

On July 6, at 1:49 p.m. there was a report that someone had broken a lock on a door and attempted to kick open another door at a business on the 5000 block of Highway 12.

On July 8, at 4:43 p.m. there was a report of vandalism to a business on the 5000 block of Highway 12. Spray painting/ agging. Case under investigation.

On July 8, at 6:15 p.m. Joshua Lee Carpenter, 29 from El Paso, Texas was soliciting/selling magazines on the 1600 block of Budd Avenue.  Carpenter told to get a solicit permit from the city.

On July 10, at 5:21 p.m. there was a report of graffiti sprayed on a “Begin One Way” sign on Spring Ave./5400 block of Bryant Street. Case under investigation.

On July 11, at 9:03 a.m. there was a report that all four tires on his truck tires are slashed, and missing hub caps on the 5200 block of Manchester Drive.

On July 11, at 11:03 a.m. there was a report that someone damaged the rear fender on the passenger side of a vehicle on the 5500 Pioneer Creek Drive. The object causing the damage appeared to be a sharp narrow object such as an axe or hatchet.

On July 11, at 4:23 p.m. a recipient received a post card in the mail that said: Great News you are eligible to win $100. Good at Wal-Mart and Target: you are eligible to receive $100 in gift savings in Wal-Mart and Target and to call right now. Phone: 1-866-530-6886. Phone number was called and recipient was advised to give them her visa card to pay $3 so she can use her gift cards at Wal-Mart and Target. Recipient told them to send her a check for $97 which they would not do that as they wanted her Visa card to use illegally. Recipient called Target who said it is not one of their promotions. 1700 block of Howard Avenue.

On July 13, at 7:40 p.m. Michael James Langdeau, 33 from Casselberry, Fla., had a AC .25 and was sited for a third degree DWI and transported to Hennepin County Jail. Highway 12/County Road 83.

On July 16, at 2:44 p.m. fraudulent charges were made on a debit card on the 5300 block of Joyce Street.

On July 18, at 1:41 p.m. there was a report of scam phone calls on the 1400 block of Rainbow Avenue from someone who says they’re going to send him medical equipment and he had not ordered medical equipment. Attorney General’s office stated they have the 952-562-7836 on their list of scam numbers.

On July 21, at 6:57 a.m. someone removed landscape blocks and scattered stones around the yard on the 5800 block Three Oaks. Case under investigation. Please call WHPS at 763-479-0500 if you have information or saw something suspicious on July 21. Your call will be kept confidential.

On July 24, at 1:34 p.m. a bicyclist reported he lost his keys somewhere between Blackwater Coffee & Cafe, 5100 block of Highway 12 to Wayzata. Bicyclist reported he was on a bike ride and found the zipper on his backpack was open and his keys were missing. Keys were not found.

On July 29, at 10:46 a.m. a wallet was reported lost on the 4900 block of Highway 12. The wallet was not found.

On July 31, at 2:24 p.m. there was a report of an assault at Northside Park in Maple Plain. A 22-year-old male from Minnetrista had been punched by a 21-year-old male from Eden Prairie. Both males had bruising and scrape marks on their bodies. Charges are pending against the 21-year-old male from Eden Prairie.

On July 31, at 11:14 p.m. there was a report of a suspicious vehicle behind a business on the 6000 block of Highway 12. Occupants of the vehicle, driver Danielle Seymore from Red Wing and passenger Franklin Lamont Keys from Fredericksburg, Va. Log books with receipts of soliciting in the area were in the vehicle along with a small amount of marijuana. Keys was issued a citation for possess small amount of marijuana. They were released pending further investigation of soliciting without a permit.
