West Mississippi Watershed Management Commission
TO WHOM IT MAY CONCERN:
Notice is hereby given that the Shingle Creek Watershed Management Commission and the West Mississippi Watershed Management Commission will meet at Lancer at Edinburgh, 8700 Edinbrook Crossing, Brooklyn Park, MN, on Thursday, July 11, 2013, at approximately 12:45 p.m., or as soon thereafter as the matter may be heard, for a public meeting on a proposed management plan amendment.
Description: Minor Plan Amendment to the Shingle Creek/West Mississippi Third Generation Watershed Management Plan.
The proposed amendment would revise Appendix C, Rules and Standards, by adopting the new National Oceanic and Atmospheric Administration (NOAA) Atlas 14 precipitation frequency standards, replacing the outdated Weather Bureau Technical Paper 40 (TP-40) standards. Mandatory use of the Atlas 14 precipitation depths would be waived for projects that are at greater than 30 percent design as of the date of adoption of the amendment, which is expected to be July 11, 2013.
The proposed minor plan revision is shown as additions (underlined) or deletions (strike outs) to Appendix C, Rules and Standards, of the Management Plan. Rule D.3.(b) is hereby revised as follows:
Runoff rates for the proposed activity shall not exceed existing runoff rates for the 2-year, 10-year, and 100-year critical storm events for the project location as set forth in NOAA Atlas 14 Volume 8, published June 2013, or its successor, using the online NOAA Precipitation Frequency Data Server or a similar data source. Applicant must document the location and event depths used. The storm event table is shown below. If an approved local water management plan requires more restrictive rate control, then the more restrictive rate shall govern. Runoff rates may be restricted to less than the existing rates when necessary for the public health and general welfare of the watershed. Member cities and project review applicants shall not exceed discharge rates at City boundaries as determined in the Commission’s hydrologic model.

Notice is given that an application for informal probate of the Decedent’s will dated September 22, 1999 Minn. Stat. 524.513 (“Will”), has been filed with the Registrar. The application has been granted.
Notice is also given that the Registrar has informally appointed Julie Jackson, whose address is 14420 Kittridge St., #302 Van Nuys, CA 91405 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court (pursuant to Minn. Stat 524.3-607) and the Court otherwise orders, the personal representative has full power to administer the Estate including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.
Any objections to the probate of the will or appointment of the Personal Representative must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and property notice of hearing.
Notice is also given that (subject to Minn. Stat. 524.3-801) all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.

VACATION 13-03
TO WHOM IT MAY CONCERN;
Notice is hereby given that the City Council of the City of Maple Grove will meet in the Council Chambers at Maple Grove Government Center, 12800 Arbor Lakes Parkway, at 7:30 P.M. on the 15th day of July, 2013, and one of the matters on the agenda for said evening to be scheduled at 7:30 P.M. or as soon thereafter as it is reasonable and practical will be a public hearing to consider the vacation of the street right-of-way and drainage and utility easement described as follows:
Street right-of-way:
That part of Jewel Lane North, as dedicated in CEDAR ESTATES 2ND ADDITION, according to the recorded plat thereof, Hennepin County, Minnesota, described as follows:
Beginning at the northwest corner of Outlot D, said CEDAR ESTATES 2ND ADDITION; thence southerly on an assumed bearing of South 0 degrees 25 minutes 31 seconds West, along the westerly line of said Outlot D, a distance of 201.89 feet to a point of curve in said westerly line; thence southeasterly, along said westerly line, a distance of 36.45 feet; thence North 14 degrees 19 minutes 00 seconds West to the intersection with a line bearing South 62 degrees 37 minutes 00 seconds West from the point of beginning; thence North 62 degrees 37 minutes 00 seconds East to the point of beginning and there terminating.
Drainage and utility easement:
The drainage and utility easements dedicated within Outlot D, CEDAR ESTATES 2ND ADDITION, according to the recorded plat thereof, Hennepin County, Minnesota.
Said hearing shall be held pursuant to Minnesota Statutes. Any person wishing to be heard with reference to the proposed vacation of said street right-of-way and drainage and utility easement will be heard at this meeting.

Notice is hereby given that the City Council of the City of Maple Grove will meet at the Maple Grove Government Center, 12800 Arbor Lakes Parkway on the 15th day of July, 2013, at 7:30 p.m. or as soon thereafter as the matter can be heard to consider an improvement of Spring Brook Area Street and Utility Project No. 13-09 for the area hereinafter described. Pursuant to Minnesota Statutes, Section 429.011 to 429.111, the area proposed to be assessed for such improvements is all that property within the following described area and/or all the property to be benefitted by the improvements. The area is described as follows:
