NOTICE OF FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT

TO ALL INTERESTED PARTIES, GROUPS AND PERSONS:
The purpose of this notice is to provide an update on project activity undertaken by the City of Osseo and Hennepin County. In 2007 the City of Osseo and Hennepin County conducted an environmental review and requested the U.S. Department of Housing and Urban Development (HUD) to release Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development of 1974, as amended (PL93-383) for the acquisition and demolition of property located at 516 First Avenue NW and 28 Sixth Street NW, Osseo, for development of multiple townhomes. No additional CDBG funds will be used on the amended project. The project has been amended as follows:
The Beard Group is to develop a three story, 71 unit multi-family building on properties legally described as Lots 1-5, Block 6, Osseo Addition. The two properties originally acquired with CDBG funds are included in the current project area. The project unit mix will be 80% market rate and 20% affordable rental units. The total cost of the project will be $12,040,435.
FINDING OF NO SIGNIFICANT IMPACT
It has been determined that the amendment in project scope will not constitute an activity significantly affecting the quality of the human environment and accordingly the city of Osseo and Hennepin County have decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL91-190). The reasons for the decision not to prepare such Statement are as follows;(a) the review determined that no significant environmental effects will result and (b) the proposed project is consistent with all applicable local, state and federal regulations. An Environmental Review Record has been updated for this amended project that documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. The Environmental Review Record is on file and available for public examination and copying, upon request, at the Osseo City Hall,415 Central Avenue, Osseo, Minnesota 55369 between the hours of 7:30 AM to 5 PM Monday thru Thursday, and 7:30-11:30 AM Friday; and at the Hennepin County Housing, Community Works & Transit Department office, 701 Fourth Avenue South, Suite 400, Minneapolis, Minnesota 55415-1843 between the hours of 8:00 AM and 4:30 PM, Monday through Friday. No further environmental review of this project is proposed.
PUBLIC COMMENTS ON FINDING
All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by Hennepin County to the office of the undersigned. Such written comments will be accepted until June 14, 2013.
RELEASE OF FUNDS
Hennepin County as the eligible grantee previously provided financial assistance to the project described above with $345,000 in HUD funds from the Community Development Block Grant funds under Title I of the Housing and Community Development Act, as amended. Hennepin County certified to HUD that the County Administrator consented to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision-making and action; and that these have been satisfied. The legal effect of the prior certification, as approved by HUD, is that Hennepin County was able to use CDBG funds and HUD satisfied its responsibilities under the National Environmental Policy Act of 1969.

Notice is hereby given that the City Council of the City of Maple Grove will meet at the Maple Grove Government Center, 12800 Arbor Lakes Parkway on the 3rd day of June, 2013, at 7:30 p.m. or as soon thereafter as the matter can be heard to consider an improvement of Bottineau Ridge Area Street and Utility Project No. 13-07 for the area hereinafter described. Pursuant to Minnesota Statutes, Section 429.011 to 429.111, the area proposed to be assessed for such improvements is all that property within the following described area and/or all the property to be benefitted by the improvements. VACATION 13-02
TO WHOM IT MAY CONCERN;
Notice is hereby given that the City Council of the City of Maple Grove will meet in the Council Chambers at Maple Grove Government Center, 12800 Arbor Lakes Parkway, at 7:30 P.M. on the 17th day of June, 2013, and one of the matters on the agenda for said evening to be scheduled at 7:30 P.M. or as soon thereafter as it is reasonable and practical will be a public hearing to consider the vacation of the utility easement described as follows:
The utility easement dedicated by Document No. 7548574, recorded in the office of the Hennepin County Recorder on September 26, 2001.
Said hearing shall be held pursuant to Minnesota Statutes. Any person wishing to be heard with reference to the proposed vacation of said easement will be heard at this meeting.
