NOTICE OF PUBLIC HEARING
ON ESTABLISHMENT OF
FIELDS OF MEDINA WEST
STORM SEWER IMPROVEMENT TAX DISTRICT
Notice is hereby given that the Medina city council will meet at 7:00 p.m. on Tuesday, May 7, 2013, at Medina city hall to conduct a public hearing on the establishment of a Fields of Medina West storm sewer improvement tax district. The tax district will allow the city to acquire, construct, reconstruct, extend, maintain and otherwise improve storm sewer systems and related facilities within the Fields of Medina West subdivision and to levy a tax against property within the district to pay for such costs. The property proposed to be included within the storm sewer improvement tax district is the land being developed as the Fields of Medina West subdivision located north of Meander Road and west of Co. Rd. 116. Persons wishing to express an opinion regarding this matter are invited to attend and testify at the hearing or to submit written comments prior to or at the hearing.

Summary Minutes
from the March 18, 2013 Regular Board Meeting
The school board met in regular session on Monday, March 18, 2013. The following items may be of interest:
• The board recognized Nick Peterson, Jennifer Piehl, Corina Sarsland, Tucker Reeck, Beth Russell, Jamie Madson, Amy Belanger, Lloyd Walters, Cathy Engbloom, Jennifer Sumner, Katelynn Pedersen, and Lanae DesMarais.
• The board approved the minutes from the February 19 regular meeting, staffing changes, bills totaling $719,010.53, open enrollments, donations and 1000 Hearts Project.
• The board heard reports from principals Ryan Jensen, Amy Denneson and Brenda Petersmeyer, and a Q-Comp Program update from Program Advisor Lani Brown-Worley.
• The board also received reports from Business Manager Sandy Strozyk and Superintendent Paul Durand.
• The board approved to continue the cooperative sponsorship agreement for the 2013-14 school year.
• The board heard a briefing on the middle school schedule for 2013-14. Action will take place at the April meeting.
• The board was updated on the construction projects.
• The board approved the policy updates to policies 616 School District Accountability, 503 Student Disability Nondiscrimination, and 603 Curriculum Development.
• The board discussed the possibility of electronic board meetings and data use/benchmarking options.
• Heard reports from individual board members on their committee assignments.
• The next regular meeting of the Board of Education is scheduled for Monday, April 15, 2013 at 6:30 PM in Rockford Middle School board room.

Public Notice
The city council of the city of Medina has adopted Ordinance No. 546, an ordinance adopting and amending the cable television franchise granted by the Lake Minnetonka Communications Commission (“LMCC”). The city of Medina intends to withdraw from the LMCC and has reached agreement on the terms and conditions of a new cable television franchise. This ordinance amends the City’s current LMCC franchise by striking all of its contents and replacing it with the new cable franchise ordinance 547.

Public Notice
The city council of the city of Medina has adopted Ordinance No. 547, an ordinance granting a cable franchise to Mediacom Minnesota LLC (“Mediacom”) to construct, operate and maintain a cable system in the City of Medina, Minnesota (“City”) setting forth conditions accompanying the grant of the franchise; providing for regulation and use of the system and the public rights-of-way; and prescribing penalties for the violation of the provisions herein.
On April 16, 2013, the City adopted an Ordinance granting a Cable Franchise to Mediacom (“Ordinance”). The Ordinance shall become effective on the date the City’s withdrawal from the Lake Minnetonka Cable Commission is final. The Ordinance serves two purposes. First, it is intended to provide for and specify the means to attain the best possible cable service for the public by providing requirements for cable with respect to technical standards, customer service obligations, and related matters. Second, it grants a non-exclusive cable franchise to Mediacom to operate, construct and maintain a cable system within the City and contains specific requirements for Mediacom to do so.
The Ordinance includes the following: 1) requires Mediacom to maintain a 750 MHz capacity cable system; 2) imposes on Mediacom a franchise fee of five percent (5%) of Mediacom’s annual gross revenues; 3) establishes a franchise term of ten (10) years; 4) provides a list of public buildings entitled to receive complimentary cable service; 5) requires Mediacom to dedicate channel capacity for public, educational and governmental programming and provides capital support of such channels; 6) mandates customer service standards regarding Mediacom’s provision of cable services; 7) requires a security fund to enforce Mediacom’s compliance with the terms of the franchise; and 8) requires a performance bond to enforce Mediacom’s compliance with the infrastructure terms of the franchise.

Sealed bids will be received by 10:00 a.m. on Thursday, May 9, 2013, opened and tabulated by the Public Works Director at 10:00 a.m. and considered by the City Council at its regular meeting on May 14, 2013 for the following:

Bids shall state the price per ton at the quarry, price per ton delivered and placed on City roads, and price per ton delivered to the City and stockpiled. Bids will also be accepted for hauling only.
Bid security in the amount of 5% for 6000 tons of Class 2 Limestone must accompany each bid. Bid security will not be required for all other products.
All bids shall be addressed to the Public Works Director, City of Independence, 1920 County Road 90, Independence, MN 55359, sealed and marked “ROAD MATERIALS.” No faxes will be accepted. A Certificate of Insurance is to be submitted at the time the bid is submitted.
The City of Independence reserves the right to reject any and all bids and to waive any information herein.

AN ORDINANCE AMENDING THE TEXT OF CHAPTER 10 THE CORCORAN CITY CODE, ENTITLED ZONING ORDINANCE
This ordinance amends the text of the Zoning Ordinance (Chapter 10 of the City Code). The ordinance consists of both technical and substantive amendments. The text of Chapter 10 (Zoning Ordinance) of the Corcoran City Code is hereby repealed in its entirety and replaced in its entirety. The ordinances contain amendments to the following articles:
