AN ORDINANCE ENACTING AND ADOPTING A SUPPLEMENT TO THE
CODE OF ORDINANCES FOR THE CITY OF OSSEO, MINNESOTA
WHEREAS, American Legal Publishing Corporation of Cincinnati, Ohio, has completed the 8th supplement to the Code of Ordinances of the City of Osseo, which supplement contains all ordinances of a general and permanent nature enacted since the prior supplement to the Code of Ordinances of the City of Osseo; and
WHEREAS, it is necessary to provide for the usual daily operation of the City of Osseo and for the immediate preservation of the public peace, health, safety, and general welfare of the City of Osseo that this ordinance take effect at an early date;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Osseo, Hennepin County, Minnesota:
Section 1. That the 8th supplement to the Code of Ordinances of the City of Osseo as submitted by American Legal Publishing Corporation of Cincinnati, Ohio, and as attached hereto, be and the same is hereby adopted by reference as if set out in its entirety.
Section 2. Such supplement shall be deemed published as of the day of its adoption and approval by the City Council, and the Clerk of the City of Osseo is hereby authorized and ordered to inset such supplement into the copy of the Code of Ordinances kept on file in the Office of the Clerk.
Section 3. This ordinance is declared to be necessary for the peace, health, safety, and general welfare of the people of the City of Osseo, and shall take effect at the earliest date provided by law.

THAT pursuant to said Declaration, there is claimed to be due and owing as of February 25, 2013, from Travis Heppner and Anna Morgan, title holders, to Gleason Farms Carriage Homes Association, a Minnesota non-profit corporation, the amount of $5,497, plus additional assessments and other amounts that may have accrued since the date of this notice, including the costs of collection and foreclosure;
THAT prior to the commencement of this foreclosure proceeding, Lienor complied with all notice requirements as required by statute; that no action or proceeding has been instituted at law or otherwise to recover the debt secured by said lien, or any part thereof;
THAT the owners have not been released from their financial obligation to pay said amount;
THAT pursuant to Minn. Stat. ‘ 515B.3-116, said debt creates a lien upon said premises in favor of Gleason Farms Carriage Homes Association, as evidenced by a lien statement recorded on March 29, 2012, in the office of the Hennepin County Recorder’s Office as Document No. A9769246;
THAT pursuant to the power of sale granted by the owners in taking title to the premises subject to said Declaration, said lien will be foreclosed by the sale of said property by the sheriff of said County at the Hennepin County Sheriff’s Office, Civil Division, Room 30, 350 South 5th Street, City of Minneapolis, County of Hennepin, State of Minnesota, on April 18, 2013, at 10 a.m., at public auction to the highest bidder, for cash, to pay the amount then due. The time allowed by law for redemption by the unit owners, their personal representatives or assigns is six (6) months from the date of said sale.
DATE TO VACATE PROPERTY: The date on or before which the owner must vacate the property if the account is not brought current or the property redeemed under Minn. Stat. ‘ 580.23 is October 18, 2013. If the foregoing date is a Saturday, Sunday or legal holiday, then the date to vacate is the next business day at 11:59 p.m.

Sealed bids will be received by the City of Maple Grove, Minnesota, in the City Hall at 12800 Arbor Lakes Parkway until 10:00 a.m. on March 28, 2013, at which place and time they will be publicly opened by two or more persons who have been designated by the City to open bids.
Bids arriving after the designated time will be returned unopened.
Bids are for the furnishing of all labor and materials for the construction of a concrete skatepark in accordance with the plans and specifications, consisting primarily of the following estimated quantities:
– 7,800 square feet of concrete skatepark
– 27 pre-cast concrete skatepark components
– 1,250 square feet of concrete entrance pathways
– 1,500 square feet of concrete spectator hub
The work is located within the city of Maple Grove, Minnesota.
Plans and specifications, proposal forms and contract documents may be seen at the office of the City Clerk, Maple Grove, Minnesota.
All bids shall be sealed and marked “Maple Grove Skatepark” and shall be accompanied by a bidder’s bond naming the City of Maple Grove as obligee, certified check payable to the Clerk of the City of Maple Grove or a cash deposit equal to at least five percent (5%) of the amount of the bid, which shall be forfeited to the City in the event that the bidder fails to enter into a contract.
The City Council reserves the right to retain the deposits of the three lowest bidders for a period not to exceed thirty (30) days after the date and time set for the opening of bids. No bids may be withdrawn for a period of thirty (30) days after the date and time set for the opening of bids.
Payment for the work will be by cash or check.
Bids shall be on the forms provided for that purpose and according to the contract documents prepared by the skatepark architect and the City of Maple Grove.
Contractors desiring a copy of the Bid Forms and Contract Documents may obtain them from the office of Maple Grove Parks and Recreation Board, 12951 Weaver Lake Road, Maple Grove, Minnesota 55369 upon payment of $30.00 per set. Checks shall be made out to “City of Maple Grove.” No refunds will be provided. Please contact Jan Clark at 763-494-6502 to order plans. A mandatory pre-bid meeting is required for all bidders on Wednesday, March 20, 2013 at 2:00pm at the Maple Grove Community Center, 12951 Weaver Lake Road, Maple Grove, MN 55369.
All bidders for this contract, including subcontractors and suppliers that have 40 or more full-time employees, shall submit a certified copy of their current Affirmative Action Certificate with their bid.
The Council reserves the right to reject any and all bids, to waive irregularities and informalities therein and further reserves the right to award the contract to the best interests of the City.

VACATION OF PUBLIC ALLEY
NOTICE IS HEREBY GIVEN that the City Council of the City of Osseo, Minnesota will hold a public hearing at City Hall, 415 Central Avenue at 7:00 p.m. on MONDAY, March 11, 2013 to consider among other items a vacation of public alleys on the Block 6 redevelopment site. The properties are under the ownership of the Osseo Economic Development Authority. The properties are zoned R-2 (Multi-Family Residential District), and the Property Identification Numbers are 13-119-22-11-0067 and 13-119-22-11-0065.
Any person wishing to express an opinion on the matter to be considered at the public hearing will be heard orally or in writing.
