Sealed bids will be received by the City of Maple Grove, Minnesota, in the City Hall at 12800 Arbor Lakes Parkway until 10:00 a.m. on March 1, 2013, at which place and time they will be publicly opened by two or more persons who have been designated by the City to open bids. Bids are for the furnishing of labor and materials and all else necessary for improvements, consisting primarily of the following estimated quantities:
• 7800 LF reclaim and repave bituminous trail
• 1900 SY remove and replace bituminous court
• 3330 SY remove and replace bituminous parking lot
The work is located within the city of Maple Grove, Minnesota.
Plans and specifications, proposal forms and contract documents may be seen at the office of the City Clerk, Maple Grove, Minnesota.
Each bid shall be accompanied by a bidder’s bond naming the City of Maple Grove as obligee, certified check payable to the Clerk of the City of Maple Grove or a cash deposit equal to at least five percent (5%) of the amount of the bid, which shall be forfeited to the City in the event that the bidder fails to enter into a contract.
The City Council reserves the right to retain the deposits of the three lowest bidders for a period not to exceed thirty (30) days after the date and time set for the opening of bids. No bids may be withdrawn for a period of thirty (30) days after the date and time set for the opening of bids.
Payment for the work will be by cash or check.
Bids shall be on the forms provided for that purpose and according to the Contract documents prepared by the City of Maple Grove.
Contractors desiring a copy of the Bid Forms and Contract Documents may obtain them from the office of Maple Grove Parks and Recreation Board, 12951 Weaver Lake Road, Maple Grove, Minnesota 55369 upon payment of $20.00 per set. Checks shall be made out to “City of Maple Grove.” No refunds will be provided. Please contact Jan Clark at 763-494-6502 to order plans. All bidders for this contract, including subcontractors and suppliers that have 40 or more full-time employees, shall submit a certified copy of their current Affirmative Action Certificate with their bid.
The Council reserves the right to reject any and all bids, to waive irregularities and informalities therein and further reserves the right to award the contract to the best interests of the City.

Pursuant to Minnesota Statutes, Section 429.011 to 429.111, the areas proposed to be assessed for such improvements are all that property within the following described areas and/or all the property to be benefited by the improvements.

Persons who wish to be heard with reference to the proposed assessment rolls should be present at the hearing. The Council will consider written and oral objections to the proposed assessment rolls.
CAUTION:
No appeal may be taken as to the amount of any assessment if adopted unless a written objection, signed by the affected property owner, is filed with the City Clerk prior to the assessment hearing or presented to the presiding officer at the hearing. An owner may appeal an assessment to the District Court pursuant to the Minnesota Statutes, Section 429.081, by service of a Notice of Appeal upon the City Clerk or the Mayor, within 30 days after the adoption of an assessment, and by filing such notice with the District Court within 10 days after said service.
For your further information, Section 435.193 through 435.195 of Minnesota Statutes provides that a city may at its discretion, defer any payment of special assessments for homestead property of persons 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make payment. Applications may be obtained from the City. If any persons wish to make application for deferral of payment of special assessments, the application will be accepted and considered on an individual basis.

REVISED NOTICE OF PUBLIC HEARING
ON A PROPOSAL FOR THE ISSUANCE OF A COMMERCIAL
REVENUE NOTE FOR THE GOODWILL INDUSTRIES, INC. PROJECT
Notice is hereby given that the City Council of the City of Osseo, Minnesota (the “City”) will meet at the City Hall, 415 Central Avenue, in the City, at approximately 7:00 p.m. on Monday, March 11, 2013 to consider the proposal of Goodwill Industries, Inc., a Minnesota nonprofit corporation (the “Borrower”), that the City assist in financing a project hereinafter described pursuant to Minnesota Statutes, Sections 469.152 to 469.1655, as amended, by the issuance of a revenue note (the “Note”).
The project consists of the acquisition, construction and equipping of an approximately 20,600 square foot Goodwill retail store which will also provide job training and program development to certain store employees to be located at 13605-80th Circle North, Maple Grove, Minnesota (the “Project”). The Project will be owned and operated by the Borrower.
The maximum estimated principal amount of the Note to be issued to finance the Project is $4,200,000.
The Note if and when issued will not constitute a charge, lien or encumbrance upon any property of the City except the Project and such obligations will not be a charge against the general credit or taxing powers of the City but will be payable from sums to be paid by the Borrower pursuant to a revenue agreement.
A draft copy of the proposed application to the Commissioner of the Department of Employment and Economic Development, State of Minnesota, for approval of the Project, together with all attachments and exhibits thereto, is available for public inspection during normal business hours, Monday through Friday, at the City Hall in the City.
At the time and place fixed for the Public Hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. Written comments will be considered if submitted at the above City office on or before the date of the hearing.
