PURPOSE OF MEETING The meeting was held for the purpose of labor negotiations. A tape recording will be available to the public after all labor contracts are signed for the current budget period.

ON THE ISSUANCE OF A COMMERCIAL REVENUE NOTE
FOR THE GOODWILL INDUSTRIES, INC. PROJECT
Notice is hereby given that the City Council of the City of Maple Grove, Minnesota (the “City”) will meet in the Council Chambers at the Government Center, 12800 Arbor Lakes Parkway North in the City, at 7:30 p.m. on Monday, March 4, 2013 to consider giving host approval to the issuance by the City of Osseo, Minnesota (“Issuer”) of a revenue obligation, in one or more series, under Minnesota Statutes, Sections 469.152 through 469.1655, as amended (the “Act”), in order to finance the cost of a project located in the City.
Goodwill Industries, Inc., a Minnesota nonprofit corporation and 501(c)(3) organization (the “Borrower”), proposes to acquire, construct and equip an approximately 20,600 square foot Goodwill retail store which will also provide job training and program development to certain store employees to be located at 13605-80th Circle North, Maple Grove, Minnesota (the “Project”). The Project will be owned and operated by the Borrower.
The maximum estimated principal amount of the Note to be issued to finance the Project is $4,200,000.
The note or other obligation, as and when issued, will not constitute a charge, lien or encumbrance upon any property of the City and such obligation will not be a charge against the general credit or taxing powers of the City but will be payable from sums to be paid by the Borrower pursuant to a revenue agreement.
At the time and place fixed for the Public Hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal. Written comments will be considered if submitted at the above City office on or before the date of the hearing.

The work is located within the city of Maple Grove, Minnesota.
Plans and specifications, proposal forms and contract documents may be seen at the office of the City Clerk, Maple Grove, Minnesota.
Each bid shall be accompanied by a bidder’s bond naming the City of Maple Grove as obligee, certified check payable to the Clerk of the City of Maple Grove or a cash deposit equal to at least five percent (5%) of the amount of the bid, which shall be forfeited to the City in the event that the bidder fails to enter into a contract.
The City Council reserves the right to retain the deposits of the three lowest bidders for a period not to exceed thirty (30) days after the date and time set for the opening of bids. No bids may be withdrawn for a period of thirty (30) days after the date and time set for the opening of bids.
Payment for the work will be by cash or check.
Bids shall be on the forms provided for that purpose and according to the Contract documents prepared by the City of Maple Grove.
Contractors desiring a copy of the Bid Forms and Contract Documents may obtain them from the office of Maple Grove Parks and Recreation Board, 12951 Weaver Lake Road, Maple Grove, Minnesota 55369 upon payment of $20.00 per set. Checks shall be made out to “City of Maple Grove.” No refunds will be provided. Please contact Jan Clark at 763-494-6502 to order plans. All bidders for this contract, including subcontractors and suppliers that have 40 or more full-time employees, shall submit a certified copy of their current Affirmative Action Certificate with their bid.
The Council reserves the right to reject any and all bids, to waive irregularities and informalities therein and further reserves the right to award the contract to the best interests of the City.
