LETTER: Clarifying history behind Dayton’s 2012 cell phone policy change

I am the one that created the impetus behind the cell phone policy. I called the state auditors office in regards to the $50 per month being pain on a previous council member’s cell phone bill. I also inquired about the city paying or a $2,500 Christmas party, staff members’ Lions Club dues and flowers for a funeral.
The report from the state auditors office stated that the expenditures were improper use of city funds. The changing of the cell phone policy was not out of concern for privacy but was the action required to comply with state laws governing city use of taxpayer money. If eel the state auditor’s reprimand should have been made public and also restitution should have been paid to the taxpayers of Dayton.
