DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT
Osseo Independent School District 279 is proposing a ten year capital project levy. The proposed capital project levy would be for ten years, up to $5,000,000 each year. The district has stated that the proposed authorization will be used for the purchase and installation of classroom technology equipment to improve teaching and learning; the purchase of curriculum materials in areas such as science, math, music, and career and technical education; training for staff for the effective use of educational technology; and maintenance of a reliable technology infrastructure.
If approved by voters on November 6, 2012, the annual levy amount in each of the ten years will be computed by multiplying the 3.529% times the preceding year’s net tax capacity and would be authorized to be certified annually. The proposed capital project levy authorization will raise approximately $5,000,000 for the levy certified in 2013, the first year it is to be levied. The estimated total cost of the projects to be funded is $50,000,000. The capital project referendum funds must be used only for the purposes specified in M.S.§ 126C.10, Subdivision 14, for operating capital revenue.
REVIEW AND COMMENT STATEMENT
Based upon the Department’s analysis of the school district’s required documentation and other pertinent information from sources of the Department of Education, the Commissioner of Education has provided a positive review and comment on this project.

The school district’s actual referendum revenue for any year shall not exceed the statutory maximum for that year. For agricultural property (both homestead and non-homestead), the taxes for School District Ballot Question 1 will be based on the value of the house, garage and surrounding one acre of land only. There will be no referendum taxes paid on the value of other agricultural lands and buildings.
