The following incidents were reported by West Hennepin Public Safety between Sept. 12 and Sept. 30.

Independence

On Sept. 14, at 8:25 p.m. there was a report that a homeowner was walking, tripped and fell against something, hitting the side of his face and cheek area, injuring it on the 5300 block of County Road 6. A 54-year-old male landed on his left arm, which was previously broken and in a plastic cast stated he felt he broke it again when he landed on it. Maple Plain Fire Dept arrived, splinted the arm, applied a C-collar for neck stabilization and applied dressings to his face wound. Victim was transported to the hospital by North Memorial Medical Ambulance.

On Sept. 15, at 9:03 a.m. there was a report of a disturbance on the 3200 block of Lake Haughey Road. Loud booms coming from the property.  Officer heard one shot after another, approximately one minute apart coming from the property.

On Sept. 15, at 12:45 p.m. Benjamin Charles Fricke, 24, of Minnetonka was cited with a second degree DWI, AC .10. Vehicle pending forfeiture. Steven Adam Deppa, 24   from Independence cited for open bottle in motor vehicle, possession of drug paraphernalia and possession of small amount of marijuana. Daniel Roger Lenahan, 23 of Chanhassen cited for open bottle.

On Sept. 16, at 6:49 a.m. there was a report of a propane cannon or something making a loud noise, was going off in 30-second intervals on the 3200 block of Lake Haughey. The homeowner, Vassar stated he was protecting his tomato plants and that a coyote had killed some of his chickens in the shed the other night. Vassar stated that he was going to have it going until “they” quit shooting across the street in the DNR wildlife management land, which a sign states that trap and target shooting is prohibited, but one can hunt legally during hunting season. The DNR wildlife management land and is under State guidance.

On Sept. 16, at 8:55 a.m. there was a report a noise disturbance at the 3200 block of Lake Haughey. Reported 30-second intervals, loud “blasts” like a cannon or something coming from this address for the past 2 mornings now. Propane cannon shots were heard by the officer.

On Sept. 21, 3:40 p.m. there was a report of a suspicious person lying in his driveway on the 4400 block of County Road 92. The 54-year-old male from Florida would not move and the home owner had to drive around to avoid running him over. When confronted the male yelled obscenities at him. The male was carrying bags, some balloons and was a homeless hitchhiker.

On Sept. 22, at 7:16 a.m. there was a report of two black goats found at County Road 90 and Pagenkopf. The animal owner on the 2070 block County Road 90, was found sleeping and advised his goats were out again and he needs to put them in a pen.

On Sept. 24, at 11:03 a.m. there was a report that a driver stuck a mailbox on the 3000 block of Lake Sarah Road and on Old Post Road. Tracey Keller Rippberger, 48, of Independence was transported to Hennepin County Jail for second degree DWI, AC 29. Vehicle pending forfeiture.

On Sept. 24, at 7:25 p.m. a passerby reported a fire threatening a garage at 8600 block of Burr Oak Lane. Officer observed a large 15x15x4 wood pile was engulfed and flames 20 feet in the air next to the garage. The home owner stated the only thing that could have started the fire was his cigarette, he had been working and smoking by the wood pile earlier and left the residence around 6:20 p.m. There was no other means in the area that would have started the fire. No damage to any structure.

On Sept. 25, at 10:03 a.m. there was a report of an abandoned paddleboat found on the 2300 block of Independence Road.

On Sept. 27, at 5:31 p.m. there was a report of a 14-year-old male was bit by dog on the 3000 block of Nelson Road. The dog is under quarantine for 14 days. A packet was sent to the dog owner, the dog has been listed as a potentially dangerous dog. If the dog is involved in another incident involving an unprovoked bite or other act of aggression, the dog may be labeled as a dangerous dog.

On Sept. 27, at 8:30 p.m. there was a report of approximately 3 yards of con-bit, some sewer rock and some ground asphalt was stolen on the 2000 block of County Road 90.

On Sept. 27, at 8:30 p.m. there was a report of 300 gallons of gasoline stolen from a tank on the 2000 block of County Road 90.

On Sept. 28, at 12:14 p.m. a reporting party stated trees were being cut down that were on their property on the 8400 block of Pioneer Creek Road. The property line was surveyed and the trees were not on reporting party’s property.

On Sept. 29, at 7:01 a.m. there was a report of a noise disturbance of a cannon blast firing off at 30 sec intervals at 3200 block of Lake Haughey Road. Starts around 6:45 a.m., or sunrise, and continues for a few hours and starts back up around 4 p.m. to sunset.

On Sept. 29, at 9:32 a.m. there was a report of a mailbox hinge and flag broken in the 4500 block of County Road 50.

On Sept. 30, at 7:19 a.m. there was a report that a motorist stated he recently put a new engine in his Chevrolet Cavalier vehicle, it was back firing, he pulled over and parked, then noticed a small fire on top of the engine and the fire became larger at County Road 11/Lake Haughey Road. WHPS officer extinguished the fire that was on the ground and most of the fire in the engine compartment. The engine compartment re-ignited and became fully engulfed. Delano Fire responded and extinguished the fire.

Maple Plain

On Sept. 16, at 3:25 p.m. there was a report of a noise complaint, door slamming in an apartment unit on the 1500 block of Howard Avenue. Annarika Louise Creamer, 51, from Maple Plain was transported to Hennepin County Jail for two Hennepin County warrants for disorderly conduct and fifth degree assault. Creamer was cited for disorderly conduct as she was cursing and yelling at the bystanders and threatened to kill a male person standing in the hallway.

On Sept. 17, at 9:18 a.m. an animal owner reported two missing goats that were black and one with horns, the other with none on the 2000 block of County Road 90. Animal owner called back stating they were found.

On Sept. 17, at 2:28 p.m. there was a report of a boat stereo deck, speakers, and fuel were stolen from a boat at the 4900 block of Industrial Street. The stereo deck an Alpine worth about $250-$300, the four speakers were 6 and a half inch Infinities worth about $75 each, and about 20 to 25 gallons of gas had been siphoned.

On Sept. 18, at 10:32 p.m. there was a report of a vehicle that pulled into the back lot of a business on the 5600 block of Hwy. 12. Driver stated he was dropping off his friend who wanted to come and see her boyfriend who was in a sleeper cab semi-tractor trailer parked in the back lot. The driver stated they were in the truck and he did not know the male party’s name or female’s last name. Derrick Dandre Powell, 42 of St. Paul cited for driving after revocation. Jamie Ray Sailor, 41 from Duluth was cited for solicitation. Valerie Marie Bartkey, 25 from Taylor Falls, arrested for prostitution and for an outstanding warrant in Ramsey County.

On Sept. 24, at 1:56 p.m. the department received a call of a male acting strange on the 1500 block of Howard Avenue. Found a 65-year-old male from Maple Plain was having a diabetic reaction to a low blood sugar level. North Memorial Ambulance administered care for low blood sugar.

On Sept. 24, at 5:06 p.m. there was a report of a cable line from a pole to a house was missing on the 1600 block of Budd. Upon checking the house, it was obvious a large vehicle of some type caught the line pulling it out of the house damaging the siding. The line snapped off at the pole as well. The neighbor’s line also appeared to have been stretched.

On Sept. 26, at 9:37 a.m. there was a report of a 1-year-old boy from Delano sitting on some play equipment, fell backwards and injured his head on the floor on the 5200 block of Main Street E. The child was transported to Hennepin County Medical Center

On Sept. 30, at 5:27 p.m. there was a report of a storage unit broken into on the 5300 block of Pioneer Creek Drive. A Floe 2 place snowmobile trailer, a 1996 Indy 500 Trail 2 up snowmobile, and a 2011 Polaris Rush 800 snowmobile were stolen. Hennepin County Sheriffs Crime Lab recovered several latent prints. Approximate loss 15,000.

On Sept. 30, at 8:17 p.m. there was a report of a storage unit broken into on the 5300 block of Pioneer Creek Drive. Pending missing items.

On Sept. 30, at 8:41 p.m. there was a report of a storage unit broken into on the 5300 block of Pioneer Creek Drive. Prints left at the scene were processed. Pending missing items.

On Sept. 30, at 11:50 p.m. there was a report of a theft of a padlock from a storage unit on the 5300 block of Pioneer Creek Drive.
