School District 883

DESCRIPTION OF PROPOSED SCHOOL CONSTRUCTION PROJECT
Rockford Independent School District 883 is proposing a referendum on November 6, 2012 to bond for $27,000,000 in facility projects improvement projects to address general maintenance and upkeep of the district’s elementary school, middle school, and high school facilities.
The project at the High School includes items such as roofing, door replacement and exterior tuck-pointing and repair. Flooring repairs and replacement, interior finishes, ADA bathroom upgrades, kitchen renovations, locker replacement, auditorium updates, band and choir room updates, athletic fields repair and renovation, parking lots, a synthetic turf field, lighting, a new varsity baseball field, tennis court reconstruction, bleacher repairs and replacement, boiler replacement and ventilation system repairs and replacement, electrical service upgrades and security and fire alarm updates.
At the Middle School, the project will include parking lot repairs and replacement, correction of a water issue in the gymnasium, repair concrete walks, reconstruct bus corral, roof replacement and repair, tuck pointing, window repair and replacement, exterior repairs, flooring repair and replacement, ceiling repair, science room casework replacement, boiler replacement and ventilation system repairs and replacement, electrical service upgrades, security and fire alarm updates and site and field improvements.
The project at the Elementary School includes parking lot repairs, roof repairs and replacement, exterior wall repairs, interior finishes repair and painting, bathroom repairs and boiler and plumbing repairs and improvements.
The Rockford School District is also planning technology improvements that include an updated phone system, wireless updates, auditorium lighting and sound and classroom infra-structure and technology.
If approved by the voters, the district will issue 16-year general obligation bonds. If the bond referendum is successful and bonds are sold, the debt service on the bonds will be eligible for debt service equalization under Minn. Stat. § 123B.53, subd. 3, if the bond schedule is approved. The amount of debt service equalization aid, if any, that the district receives is determined annually and is dependent upon property wealth, student population, and other statutory requirements. The school board believes that these projects are in the best interest of the district.
REVIEW AND COMMENT STATEMENT
Based upon the Department’s analysis of the Rockford Independent School District’s required documentation and other pertinent information from sources of the Department of Education, the Commissioner of Education has judged the projects to be educationally and economically advisable.

The Planning Commission will hold a public hearing in the Council Chambers at 1920 County Road 90 on Monday, October 8, 2012 at 7:30 p.m. to review the following requests:
Windsong Farm Golf Club, requests that the City consider the following actions for the property located at 18 Golf Walk, Independence, MN (PID No. 32-118-24-31-0002):
1. An amendment to their existing conditional use permit to allow a limited number of sleeping rooms, for use by their membership, within a new guest house(s) on the property. The guest house(s) would be located near the center of the existing golf courses property.
Village Evangelical Free Church, requests that the City consider the following actions for the property located at 5725 County Road 1, Independence, MN (PID No. 11-118-24-11-0007):
1. An amendment to their existing conditional use permit to allow for an expansion of the existing church. The expansion would include a new worship center to be attached to the existing building.
