MEETING A closed special meeting of the School Board was held on Tuesday, August 21, 2012 in conference room N10 of the Educational Service Center. Chairperson Henke called the meeting to order at 6:03 p.m.
ROLL CALL The following School Board members were present: Kim Green, Dean Henke, Laura Cottington, Teresa Lunt, Jim Burgett, and Tammie Epley. The following Administrators: Steve Barrett, Janet Thomas-Bouyer, Kim Riesgraf, Margaret Westin, Mary Bollinger and Superintendent Kate Maguire were in attendance.
PURPOSE OF MEETING The meeting was held for the purpose of labor negotiations.
A tape recording will be available to the public after all labor contracts are signed for the current budget period.
ADJOURNMENT At 7:50 p.m. Chairperson Henke adjourned the meeting.

CALL TO ORDER
A regular meeting of the Independent School District 279 School Board was held on Tuesday, August 21, 2012, in the Board Room at the Educational Service Center. Chairperson Henke called the meeting to order at 8:02 PM.
ROLL CALL
The following members were present: Board members Tammie Epley, Laura Cottington, Kim Green, Dean Henke, Jim Burgett, Teresa Lunt and Superintendent Dr. Kate Maguire.

ACCEPTANCE OF AGENDA
Motion by Chairperson Henke, seconded by Director Lunt, to accept the printed agenda.
The motion carried unanimously.

CONSENT AGENDA
The consent agenda consists of minutes of the special meeting of August 7, 2012, minutes of the regular meeting of August 7, 2012, financial reports, personnel matters, contracts for services, business and operational matters. Motion was made by Chairperson Henke, seconded by Director Cottington to approve the items in the consent agenda as printed. The motion carried unanimously.
GIFTS TO THE DISTRICT
Motion by Chairperson Henke, seconded by Director Lunt, to approve the Gifts to the District totaling $ 9,833.39. The motion carried unanimously.
ANNOUNCEMENTS
ADJOURNMENT at 8:22PM, motion by Director Cottington seconded by Director Lunt to adjourn the meeting. The motion carried unanimously.

Ordinance No. 2012-11
The City Council of the City of Osseo ordains that Chapter 115 Pawnbrokers & Secondhand Goods Dealers, Section 115.09, of the City of Osseo Code of Ordinances is amended as follows:
§ 115.09 HOURS OF OPERATION.
No property shall be received as a pledge or purchase by any pawnbroker or secondhand goods dealer nor shall any property be sold by a pawnbroker or secondhand goods dealer from 9:00 p.m. Saturday to 7:00 p.m. Monday, nor on any other day before 7:00 a.m., nor on any day after 9:00 p.m. Further, no pawnbroker shall be open for business on Christmas Day, Thanksgiving Day, or on a Sunday.

TITLE AND SUMMARY OF
ORDINANCE NO. 2012-10
AN ORDINANCE AMENDING CHAPTER 113 OF THE OSSEO CITY CODE,
SECTIONS 113.31, 113.99, 113.07, AND 113.32, REGARDING ADMINISTRATIVE PENALTY PROVISIONS AND
COMPLIANCE CHECKS
The City Council of the City of Osseo ordains that Chapter 113, Sections 113.31, 113.99, 113.07, and 113.32, of the Osseo City Code are hereby amended to make penalty provisions consistent, and add language clarifying compliance checks.
Pursuant to the provisions of Minnesota Statutes, Section 412.191, Subd. 4, the City Council determines that publication of the title and summary, as stated above, will clearly inform the public of the intent and effect of this ordinance amendment, and directs publication of only the title and summary as stated above. A copy of the entire text of the ordinance as amended shall be posted at City Hall and shall be available for inspection by any person during regular office hours at the office of the City Administrator.
